CORPUS CHRISTI - Action Ten was there when CCPD officers had 19 year old Sergio Franco in cuffs in front of his home on the 2800 block of Niagara.

Our camera was also rolling when officers took the cuffs off of Franco making him a free man. But why was he in cuffs in the first place?
