Troubleshooters: A New Roof

A woman calls the Troubleshooters with a complaint against a contractor she paid to put a new roof on her home. 

Marlene Griffiths says she lived in this house on Weiskopf nearly 40 years.
But she sold it in August.
One of the stipulations of the sale was that she repair the roof.

And that's why she says she hired Philip Contreras and his Pro Painting and Construction business.
Paid him $5800.00.
"Why did you hire him ?  Because the man next door.  Philip did his roof," Erin Kelly, Griffiths' daughter told the Troubleshooters.

Griffiths says Contreras asked her to make the checks totalling $5800.00 out to Samantha Cruz Leal.
Belinda Anguiano, who says she used to work for Contreras, says Leal is Contreras' girlfriend.  
   
There are several issues here.
Griffiths and Kelly claim Contreras didn't repair the roof.  Pocketed most of the money they paid him, and...
"Well we found out after the fact that we needed a permit.  He started the work on it, and it's invalid without the permits," said Kelly.

So Kelly claims they've hired Voss Engineering to pull the permits and do the inspection.
The guys working on her roof today used to work for Contreras.  
Griffiths has promised to pay them if they do the job.

And then there's the matter of the UHaul trailer sitting in Griffiths' driveway, loaded with discarded roofing shingles.
Anguiano claims she was with Contreras when they rented it.  She signed for it !
"And when we got there, turns out he doesn't have a license or an id.  A valid one.  Everything's expired.  And you knew this when you walked in ?  No."
But she might get stuck paying the late charges.

The Troubleshooters went to the address on the 4600 block of Cedar Pass we were given for Contreras.  No one came to the door.
We also called both phone numbers listed on this business card.  Left a message.
As for Griffiths, Kelly, and Anguiano, "we'd like to be re-imbursed or we'd like to see him behind bars."
