Troubleshooters: Fence Contractor

Texas Most Wanted Tree and Fencing is the name of the contractor Sarah Hawkins says she hired to fix the fence at her house on Capri.
"He walked the property," she told the Troubleshooters, "and said that that the pickets were still good, and that he could re-enforce everything."

The contract specifically says 're-attach pickets' for $750.00. Chris Cook runs Texas Mosted Wanted and says they're from Belton. 

Hawkins is basing her complaint against Cook on pictures she says she took of the work he and his crew did.  She pointed out exposed nails.  Missing pickets. 

She also mentioned she didn't like a contractor coming to town after a hurricane and taking advantage of people like her dad, a Vietnam veteran battling cancer.  But she admits she paid Cook cash.  Didn't get a receipt.  Nor did she check his work first.  "Did you walk the property?  I did not."

The Troubleshooters contacted Cook by phone.  "She started calling me back, asking me to come out there and fix it, and I told her look, we did exactly what you wanted for exactly the price. I'm sorry you're not happy with it, but I told you before we started, you would not be happy with this." 

Cook further told us his business is getting a lot of work these days through referrals and that he's willing to build a brand new fence for Hawkins for about $3,000. 

"We're not out here cut-throating.  We're trying to be as honest as possible with people.  I told her I apologize, if she's not happy with the job she got, but I explained to her why she did not want that done." 

Hawkins told us she asked Cook for a refund so she could hire somebody else to do the job to her satisfaction.  "I did ask then for $300 back where I can go buy the materials and pay somebody else to finish what they did not do.  And he refused."
