CORPUS CHRISTI - "There was supposed to be a window like here. And then there was supposed to be another window back here."
Monica Solis is showing us around her home on the 1700 block of Keys. She believes she's been taken by a local contractor named Zeke Torres.
They both signed a contract, in November, for a total price of $5500.00. The contract also called for the work to begin November 7th, and be completed by January 16th, 2012. That was Monday. All you have to do is look around. The work's not done. And listen to how much Solis says she's actually paid Torres now ! "I've given him $17, 500 dollars. Cash ? Check ? Cash !' she said.
The repairs to be done by Torres included remodeling 2 rooms, installing siding on the outside, and fixing the roof. "Do you know, did he pull permits to do this work ? we asked. "I asked him was I going to have you do anything ? He said 'no ma'am. I will take care of everything. You do not have to worry about nothing.' Solis recalled.
So we went looking for Zeke Torres today, first at his home on the 4700 block of Jarvis. His wife answered and told us he wasn't home. "What's going on ? she asked. "We do a Troubleshooters segment on Channel 10. One of his customers is complaining that she's paid him a lot of money and he hasn't finished the job," we told her.
A short time later, Torres called to tell us a crew was at the Solis home to do some work. We returned to the home and waited. No crew showed up, so we called Torres. "Did you pull the permits necessary to do work like this ? we asked. "Yes we did,' he responded.
We checked with the city's Development Services Department. They issue the permits. They had no record of a Zeke Torres pulling any permits since November.
"You don't gotta do anything. You don't gotta put it on Troubleshooters. There's no reason to do it," Torres said. "I gave them them a $12,000.00 discount because they didn't have the money."
We've asked Development Services to inspect the work already done at the Solis home.
